Also I dont understand why his subject of envy was her and not his brother, especially when he revealed to have only come to terms after his death and regression. In fact, he shouldnt be feeling this way to Leon either since she died pretty much the same way his brother did.

I have a few guesses. One is that he had a general inferiority complex to anyone stronger and more talented then him which started with his brother and ended up having leon included as well. Second is that it's shown that Rudd and his brother spent time together outside of fighting which may have helped a little compared to Leon who we only see Rudd fight not really talk with. Third is their overall connection, Rudd lived in his brother's shadow and grew to hate him because of that due to being unable to get even close to his brother's strength, but he constantly fought Leon and grew to see her as someone strong but possible to beatI still stand by my previous comment.
