Interesting speculation, I suspect the Fable boss might be involved. He ordered Akira to go into hiding. He got to observe if Akira can find purpose outside of killing. He was a surgeon and a lawyer if I remembered correctly? Seems highly intelligent and possibly curious enough to do that. He raised Akira as the ultimate assassin. Wouldn't be surprise if he raise the Rumor guy to be a leader type. Hopeful the author touches on this point.

But if their focus is just doing the job and going away, it isn't strange, it is this situation dealing with another highly skilled organization that is the problem for them, they aren't really structured for that.

Shame his asshat of a boss killed him.

Pretty sure Rumour's boss is using them to have material to study Fable's people. I'm expecting him to come up with a plan to get everyone for good just after all of his people are dead.
