There is one thing that didn't quite click with me... Kujira and Maguro aren't particularly big orgs, quite the contrary they are just a few levels above country yakuza, well-established enough but not exactly big.
These two had the backing of "two" very powerful assassin orgs, but... the size of it didn't feel right... but now i understand, they were just the playground of the boss of Fable and Rumour.
He must have been planning this for years, thinking and rethinking things up, "letting go" of Akira and the others was just a step in whatever he wants.
He clearly has a lot of power and money, access to resources and talent that are steps above even the common advances, so this... feels like a pet project of his, it is about something personal, which makes me believe his "justification" when he let go of Akira in the first series was a half-truth, but just like it was said here... he didn't take out the leashes.

Well "Backing" is 1 or 2 top tier assasins for a city, not like whole org is coming down to burh whole city down. Basicly just Boss doing his things.
