Yamaoka says, "we just want to find out the ranks within our little organization" (pg 11).
What's your ranking on all Fable members? Here's mine.
Idk where the Big Boss falls.
1. Satou is peerless so far. Yamaoka doesnt know Satou's face and can't guage his strength. Yamaoka should know given his curiousity. So it is possible that Boss hid Satou away from Yamaoka.
2. Yuukari and Azami due to Satou's element of surprise: Both recently came back from China while Satous has been adjusting to normal life and working on subduing his bloodlust (171, pg 16). This should help mask his presence? Satou's rooftop spar with Youko also backs this up. He should be able to take Yuukari and Azami before they know what is coming.
3. Yamaoka: his subordinates are Yuukari and Azami so he trained them? He is the assassin of assassins. He looks 50 so will not be able to match the strengths of those above. Maybe I am wrong and the adage of "beware of an old man in a profession where men usually die young" is true.
4. Youko - Sis has QCC skills but no experience. Yamaoka writes her off. He "like his odds with 2 vs 1" (prefering to Satou, 173, pg 19), thinking Satou is a bigger threat.
