Yeah. A famous hitman is one who's either being chased by the police publicly or even more likely has already been arrested with great fanfare. In any case, it's all over for such a man. Criminal organisations (or intelligence services) just need the target killed promptly and without any extra trouble or noise. They don't need any bloody man with a golden gun.
Something like that makes it even more clear that fable is an organization. If it was 1 person it'd draw too much attention but as a phantom person run by an org it is immune to that sort of targetting.
I guess in his eyes, assassin is like, military hero or something. You indeed can become an intelligence hero, but as assassin is rather criminal, there will never be such an honor. And so what is left is, no face, no name, no feeling.
