This kinda of thing happens a LOT in many companies around the world. the reason the previous head was replaced was because of change in the leadership of the kingdom or in the case of IRL shareholders want more money so put in a suit that has no knowledge or skill for the company so that cut and slash stuff they see as a waste of resources.

In terms of this trope here i feel like Frontier Alchemist does it better than most in explaining these things as the fact Rust had a department of people doing all this work and by the time we join all of been fired. Rihalzam is good at his job but it was because of all the materials that Rust's department was making of which with all the power he had hid or downplayed how important Rust was

A perfect example of well-known IRL companies like the description above are Activision-Blizzard, Unity, and even Disney.
