Well yeah, Shiori does love Hinase and would prefer them to be a female so that they can be together as a couple, but he still prioritizes Hinase's life over it.
Shiori would also rush to Hinase's house if he was in the same situation as Ritsu though, even if he wasn't worried about their health. He also loves Hinase a lot.
