Exactly my thought process. I clearly remember first few chapters and girl was literally starving. Supposedly it was her "father" treating her like a "pet". But again - where was mom? Like, I'm totally not buying this story at all.

IIRC, bio mon (blonde) abandoned her (can't recall if it was because of a man, she didn't want her or she couldn't raise her).
After a while, the new family found her (the bio mom) who still didn't want to get her back (tho she was regretful. that's why she acted a bit motherly in this chapter). Because of that, the new mom (black hair) decided to adopt her and needed the blond mom documents and signature.
So now they're celebrating the adoption.
