You're not entirely correct right there. In our current modern era, that'll be a case. This, however, is not true in the setting the story takes place where civilians practically have zero rights and only are granted privilege to live and so on. Considering the local situation, I'd say she's definitely among the sanest competent leader. If you see a kind loving man leading a certain rural area in the story, it's not the norm, thus an anomaly.
