Hopefully ju-ho has brought a recorder to that meeting. If a sense of responsibility and a willingness to preserve life don't make him act, some blackmail might. Him dismissing a serious issue, a real threat to public safety. Dungeons pop up frequently and there's been no reason to think one couldn't pop into a city but listen to that turd dismissing it. Lead him into saying some more things he shouldn't then threaten him with the already cloud backed up recording. He may not care about his duty but I bet his image and his chushy job are is his God.
