He's definitely over-the-top evil, but I wouldn't say it's just for the sake of being evil. He's trying to kill all the transmigrators (probably to "free the world from them" or something), so he needs to level up, and he's trying to basically force other people to level up so he can kill them, since everythings' levels are too low.

There's probably a better way to do that than to burn villages to try to make aspiring high-level heroes, but at least he's not just doing it just because he likes blowing up villages.
