You're using game logic. Where you can throw out some powerful attacks and nothing will happen to her. He, A, doesn't know where on the ship she is, B, doesn't know what they're doing to her on the ship. He can nuke the ship and accidently hit her. He can shoot it down, it hits the ground and exploded, killing her.
Its weighing your options when it comes to saving someone. You take the best route that increases the odds of saving the hostage, not the best route to end the problem faster.
There's only so much he can do but in this situation, he has to get close, specially since he was on a timer. He can't stay miles awhile and attempt to free her without accidently hurting her in the process. He can only cover the wolf and protecting himself. There's only so much he can write this, riding the wolf and breaking the distance through that is the best option. It covers 2 birds with 1 stone. He can cover the wolf, he can get close enough to free her and once he has her, he can nuke the ship.
