I might remember incorrectly but last time this was asked they said, this is how the raws are published, so they just translate the latest release that comes out.

Can they wait and gather them all for a better experience? Yes but that has it's own flaws. I think it's best to wait until you see a new chap, I made the mistake and relied on *.3 version that would end but nope it goes as far as *.4

My opinion, so take with a grain of salt: This is 100% purely a business decision. Many fans will buy the individual chapter "parts" at full chapter price even when it's split up like this. Of course there are less people overall that'll buy, but they probably did the math and the pros outweigh the cons in this case.

Of course, I could be wrong, but that's how I understand the situation
