The series pushes hard against the borderline with romance (especially the skinship), but I for one am very pleased they haven't yet crossed over. The fluffiness would be completely lost once it did.

If only real children were this gullible...

If one gets one's mind out of the gutter and drop the shota fetish, unlike some here, the story is about a ded-hard warrior who adopts a child while being pretty much unsuited for it.
And struggles through it while developing Motherly Feelings for the kid. Another challenge she's hopelessly unprepared for. Different kind of battlefield, and all that.
Especially with the kid attaching himself to her as a mother, or at least family. As kids do.

Quite a lot of the boob shots are drawn from the perspective, and height, of the child.
It's entirely possible to see this in a sexual context, all that self-insertion stuff with a gutter-mind, but in my opinion that detracts from the story, especially since the child himself isn't interested in that at all.
As this chapter shows, Cookies are what's important. To the point of obsession and breaking the rules. As kids do...

There is no shota, there's just a child seeking safety, and a hapless warrior trying to provide it.
Sure, I get where you're coming from. But the reason so many people approached this with their minds in the gutter is because a lot of people came from the pre-serialization, where it was pretty clear that there was something more than just familial going on between them (to the point that the manga even has the "Suggestive" tag here on MD). Even if nothing of the sort is really shown or implied in this version, the sheer fact that we're looking at the same characters in the same setting brings with it the preconceived notions of what's happening based on what we used to read. Viewed through that lens, all the camera angles that show off her boobs, all the skinship, etc. all point towards an implied romance/lewdness taking place either off-camera or in the future.

It's not just that we're a bunch of degenerates/perverts (though I won't deny it). There's precedent.

Edit: Looking at it again, even this version has a lot of almost-kisses where their lips get real fucking close to each other, and each time it's done up in a very smooshy (I'm not good at describing things sometimes) art style that makes it looks quite intimate and sensual.
