There would have been, if this had been mentioned before the exam/ before the announcement - Even then its a bit of a stretch to call it legitimate. This is due to it being up to the students to select what majors they want, no special treatment just because you choose 2.
Also, if any student that chose 2 majors couldn't be "fairly" ranked why would they then need to take the exam?
