It's cheaper, quicker, and more reliable to gather your own ingredients rather than put in a request and hope and wait for someone to get what you want for some daily life things, like cooking ingredients, soap, clothing fabric etc

surely there are people looking for cleaning/cooking/transportation services that they could be providing their expertise to, at this rate their more likely to get folded into the combat division

Souko should've demanded payment for storing things. Porters are always being discriminated against in many series even though logistics is very important. Well, unless the others are trying to disband Lifestyle Dept. to get Souko but I don't think they were written to be that cunning.
