Gotta remember that the world system states that Silver has never killed anyone, so what's happening here is likely not a genocide but more like planting a curse over an area so the people would notice and flee.

Then again, there should have been people who have died from his passive curse, right? Is this some kind of loophole that indirect kills aren't counted by the world system?

He might also be destroying the mine entrance and equipment to prevent them from generating more dust. Although in that case, how he's going to avoid killing the people currently in the mine is a good question.

Like mentioned before, Silver's clean slate in kill streak is weird in the story. He even partially killed Kyle, since Demon Lord knew the condition got worse due to curse.
