Huh, didn't everyone get the prompts for cards around the same time? How did the NK government manage to warn everyone in advance to not touch the cards?
We saw back in the beginning that most of the other students didn't pick cards, even the thief's parents hadn't. So its not hard to imagine that most of the population didn't select a job. Then the government mandated that no one is to pick a card again, so in the second job selection most of them probably didn't select one. Anyone who doesn't pick a card by the second try gets turned into a werebeast.

NK officials probably picked the cards and were afraid of the populace becoming stronger so they issued the order to not pick them. Little did they know that everyone would turn into a monster. That's why they got fucked probably. I doubt they let even soldiers pick cards.

There's the chance they did let their soldiers pick to help further cement their control over the country despite the cards, like those military guys after the vampire arc. However, there was likely an issued limit on stars among the soldiers with high-ranking officials possibly being the only ones who can pick three stars and above.
