I'm gonna guess that the dress (and hiding his gender) is because of succession issues. Being a guy means that he has a legitimate hold to the future throne, which also means he's a threat to the opposing South faction.

Ohhh so it's one of those. Yeah it's smart considering how we've seen the Emperor is like and the leech that clings to him. Disguising the Prince as a girl would help make sure he survives due to succession issue and prevention. This may be a stretch but plausible that the Emperor already didn't care for the Prince and his legal wife, so its possible to lie to the Emperor that he has a princess and he's never cared to check it.

The "Princess" from C96 is actually a Prince. ("She" was first introduced in C55-56.)

Probably the 2nd prince that the Empress is disguising as a princess so that the nobles don't try play politics with the lives of her children by dragging them into a succession battle.
