You can make cotton candy without a machine by making the thin strands slowly by pouring a very small line of the ingredients into several lines on parchment paper.
It takes WAY longer though.

Cotton candy is actually super simple to make. The machines work by heating the sugar in a spinning cylinder with a bunch of really small holes, as the sugar melts it starts to get flung out through the holes and then cools rapidly in the air because of its high ratio of surface area to volume and the speed it's moving at. You can get decent results by simply dipping a stick or whisk in a heated mixture of sugar, a bit of corn syrup, and a bit of water (along with color/falvor of your choice), and rolling the handle between your hands to spin it inside of a bowl (wear an apron and watch your arms so you don't get burnt by big bits getting flung off).

A functional equivilent to a modern cotton candy machine could easily be made in the kind of technological setting this story has as long as someone had the idea for one.

@pandaflex @tych & everyone else pandaflex was replying to: Even easier with magic like you said, but even before what you've described it's possible to dip a stick in hot sugar syrup and flick it around, which people do to make decorative pieces on cakes, and even before that there's a candy known as "dragon's beard" which is a hand pulled cotton candy in China starting from ancient times and doesn't require the use of magic or modern technology. Just a blob of slightly soft sugar candy and two hands.
