From the Seeker's Guild perspective, Noel's actions should be sort of detrimental and put him on a stringent watchlist. Sure, the potential of himself and Alma, descendants of "EX" Rankers from the past are incredible values that should be nurtured, but general talents keep getting scared away by Noel too.

Of Blue Beyond, the Top Capital C-Rankers Lloyd and Tania were sold into slavery, while Walter quit being a Seeker. Considering that under Lloyd's 'leadership', they were considered one of the Top 4 C-Rank Parties, this suggests them being Top 16 to Top 12ish C-Rank Seekers. Considering the growth rate of Veronica's party, which was also C-Rank at the time and has now absorbed a B-Rank member, it can be assumed that all of the Top 4 C-Rank parties at introduction are B-Rank now (Blue Beyond, Scarlet Lotus Flower, Lightning Bite, Fist King)--suggesting even Lloyd, Tania, and Walter had potential to be top positioned B-Rankers. In the novel too, Noel states that if he had become party leader of Lightning Bite, that's the quickest fast track to being a Regalia (even after having met Alma).

Of Skywing Knights, the Top Non-Clan B-Rank Party, only two members are really active seekers anymore. The furry guy and Leon, who got absorbed into other parties. The elf girl quit being a seeker and I can't imagine Kaim will continue to be one either. The condition of "can't work together as seekers anymore" closes out a lot of potential for the Seeker Guild, and there was no guarantee they would find new parties or continue their work as seekers.

The Seeker Guild is taking a rampant gamble on the "weakest job - Talker" Noel surpassing the combined potentials of everyone he is crushing on the way to the top, without any guarantees. On the other hand, there's a practical guarantee that all of the rest would grow to a functioning level for the Valiant.
