I know, I AM autistic IRL, that's why I can tell the signs when I see it.
What this kid is doing is what is known as "over correcting" in the autism community.
His overly focused, unblinking gaze is a trait some higher functioning autists do as a way to counter our urge to not look at someone's eyes directly.
Which instead tends to come off as "creepy" to normal people.
I needed quite some years of therapy for me to stop this over correcting of the gaze myself, so to be able to look to people in the eyes normally without looking like I am gonna eat them with my eyeballs.
Now if this character trait was written on purpose or accidental from the author is it's own question.
