Okay, this guy has no bottom line. He may have destroyed the farm with the intention of repairing the damage he caused, but he can't bring those that died already back to life. These kinds of farms take between 3 and 10 years to be able to steadily produce livestock(depending on rate of maturity). This means he's just wasted that much of the farmers investment. Even if they could start back up right away, they would be hard pressed to make a profit for at least a year. Mind you, from the mayor's words, these farms are the main source of food and income for the entire city. In conclusion, he just caused a famine and long-lasting economic depression for the city's normal citizens.
I don't mind characters who are antiheroes, or even villains, as long as they have a bottom line which even they won't cross. Extorting taxes from people in a city of debauchery is one thing, but destroying the livelihoods of thousands of innocent civilians and farmers living in a normal city, just for a boost in reputation is going way too far. That can't be described as mere self-centeredness born out of the betrayal of those close to you, but rather intense egocentrism, acting as the very root of one's personality.
