Just like how there's "group" and "groups"; there's also "people" and "peoples", "peoples" is just a more specific type of "groups".

don't be a retard, use your common sense; if people is a plural for "person" or individual human beings - meaning a group of individuals, peoples is the plural of people - referring to the various groups of the individuals.

Also it's not a prison-slang. Or what, are you saying that Australia is a prison because it used to be a Penal Colony for British criminals in the past?
