This is correct. Personally not fluent enough to know whether 人遣い and 人使い are 100% equivalent, but Jisho also has an entry for 金遣いの荒い so this seems like a bit of mixing phrases from 人使いが荒い (being a slavedriver) and 金遣いの荒い (wasteful with money) since Kotono is basically being made to buy drinks for everyone so to MC it seems like they are making her waste the money on all of them.
