@BP It's left somewhat vague in the story, but from what I understand, since skelly didn't steal the armor, Leandro didn't hunt him down terminator style, and instead turned his investigations towards the Empire. Isabel's death was the catalyst for that. He found something rotten, and that got him marked for elimination. He definitely knew he was in danger too, he distanced himself from his men, and did his best to keep Riley (the blue-haired guy who led Skele to the worm-breeding facility) from following him to keep them all from getting involved.
