Can't tell for other countries but in VN, it's very hard as they're bound to the land (unless, somehow, it's bound to an object or... you). You'd need a strong exorcist, shaman, monk or priest to take the soul away or subjugate it. To ease such souls, for laypeople, a proper tribute is required as doing so means you're "bribing" them into leaving you alone.
