The kingdom would have been able to convince them, probably, if they had been given assurances of livelihood. However, in an underdeveloped society, no such thing exists. Even if they evacuated, they would be destitute slum-dwellers in the town, prey to the thieves guild and other established criminals. Maybe a few capable men could have quickly found manual labour fitting for an unskilled person, but daughters and younger wives might have faced either prostitution or dying soon of hunger and disease. Some could have tried becoming adventurers, but that's a dangerous occupation for the inexperienced, especially when there's a monster flood going on.
