This is the one thing I never understood about this story. As a "partial compensation" it rings hollow. It feels more like throwing Toshi under the bus (after just showing how he basically ruined his life) as a half-hearted apology, taking responsibility by not actually taking responsibility. "I'm not gonna let you kill me but I guess you can kill my bitch. Are we good now?"
The only way I can make sense of it is that this was never about compensation and was instead part of Mon's plan to proliferate violence and release inhibitions. By doing this he has even their victims embrace murder and become willing participants in it.
