This is the one thing I never understood about this story. As a "partial compensation" it rings hollow. It feels more like throwing Toshi under the bus (after just showing how he basically ruined his life) as a half-hearted apology, taking responsibility by not actually taking responsibility. "I'm not gonna let you kill me but I guess you can kill my bitch. Are we good now?"

The only way I can make sense of it is that this was never about compensation and was instead part of Mon's plan to proliferate violence and release inhibitions. By doing this he has even their victims embrace murder and become willing participants in it.

I don't think Mon plotted this event. After his final encounter with Higumadon and the death of Maria, he appeared to become more like a doomsday prophet rather than a schemer. I suppose that Toshi's death was the idea of his followers rather than something Mon devised to gain sympathy from the masses.

I had seen the extra pages of Toshi's death in the re-realease version, and his conclusion actually felt a lot better. While not much violence is shown, we actually see his final thoughts: "What is this? Vengeance? It's not like I killed the ones I wanted to kill. Please, save me God" And dies calling out God, before we are shown how his hair and eyes return to their original colour.
Such s cruel ending, in which he is stripped of all his power and arrogance and left a sobbing mess. It's actually sad to see, which is why I think Arai is a genius for making you feel bad for such a bitch. And in the end he is forced to see what his philosophy led him to.
