Clarence set it up like she had some machiavelli oldboy vengeance in store for them. Instead she... Gave them free money. Yeah they committed fraud, but that was their own greed and she didn't even swing the hammer down on them, giving ample room to escape severe punishment. She's still paying for their house!
A few chapters back, she said something like "I'll make them wish they didn't know my name"
Now she's like "wah, I knew I should have been harsher" like YES girl, you SHOULD HAVE what the hell was that? Actions having consequences is not revenge, and that's all this was - commit fraud, get detained.
