I assume the rumors that Kuroko said is basically because they never encounter magician from outside before.

The nature of these types of rumors and conspiracy theories is that they're flaky and often make no sense in reality, so you're right, it's not about taking over the world, or the USA, just the building, and not even the keys of power that comes with it.

Oh no, a bunch of school girls took over the White House. What does that actually mean? Take over the building and evict everyone...which gives them what kind of advantage exactly? Take the President hostage? There's continuation of power in the worst case even in that scenario.

It's technically possible but it's also ridiculous. But the whole point is it's a bombastic and eye-grabbing rumor.

The purpose of the rumor isn't to show some actually practical hypothetical is possible, it's just to bring reprisal against the school.
