Honestly, would be pretty disappointed if Touma shows up. The stakes that's set up with these characters don't even matter if some outside entity comes in. Also the fact that Mikoto in the OT16 timeline and beyond was very much wary of any contact she had with Touma. It was scarce hence her motivation to travel to Russia.

NT22R was the first time he fought Kamijou no Touma. The Angel Dragon is a different (but related) beast. Also, this wouldn't be the first time the series did a retcon.

It makes little sense for Kamijou to come plot-wise as he hasn't been present for this entire arc; but meta-wise he's been practically driving the entire plot even in his absence. Everything in Railgun leads back to Kamijou; Dream Ranker seemed like it was the only arc that didn't but then NT22R happened.
