Yeah, it was pretty obvious that Fushi's kill/respawn tactic was going to get outed in plain eyesight of the citizens at some point (the soldiers already knew and were getting their own PTSD from how cavalier the respawn trio's suicides were). It's disappointing that it just had to happen with apparently a giant mob evacuating all at once.
