I'll be honest I did think Gutsy boy was the Bane simply because he was uncontrollable with a sense of justice.
But it seems they are saying this is the legendary Etsu who no one knows what they look like and has the ability to empower others?

#1 and #2 were kept in check from the very start, and probably a similar story for Mugino herself as well. #3 was left alone basically to use her as the legitimate face of Academy City, and #4 more or less carved her own way out of the Dark Side. So while she's not entirely wrong about the liklihood of the #6 having ties to the Dark Side, the fact you're also borrowing the name ITEM doesn't exactly suggest to me that you're the honest type. So, yeah, not buying it.
