I think her powers are not actually teleportation per se but that of displacement?

Well the previous 1# power doesn't really work by using vectors exactly, so they would probably win.

Also it is kinda funny that Accelerator was once the spare plan, and Kakine was the spare plan's spare plan. I wonder how deep the spare plan rabbit hole goes.
