I think the timeline is kinda messy currently, as we know that Toki got hospitalized and got her ability during her 2nd year high-school, this manga is Toki's story during middle-school, so she might've gotten the ability during middle-school but said ability got enhance during her high-school or Ritz just forgot the backstory she gave Toki on the Achiga-hen.
