you know, ive been wondering for awhile now.. its been established that ghouls and the ccg exist not just in japan but all around the world and that the japanese have sent some of their investigators to other countries like germany. so why have they not received help for what is potentially a country destroying threat? i know the writing in RE has been pretty awful for the most part but this feels like too huge of a missed opportunity/lore fuck up

It's probably similar to what Washuu & V were doing. Other countries probably have ghouls secretly in powerful positions, humans making deals with them to secure a life of luxury and security.

Literally just take the word ghoul and replace it with any modern problem in real life. Starvation, war, racism, why do these still exist? Because it's a systemic issue that's incredibly hard to solve in one life time.

Conflict is also profitable for developed countries run by mega corporations. Most changes are driven by profit and until it's profitable to solve those issues, solutions won't come.
