@Mother_Mushroom basically what minami8 said and Kanou also produced those Oggai after understanding how Shirazu was made a half-ghoul.

In the case anyone is confused, Shirazu's body was used to make the oggai, as it proved useful in Kanou's research, but he didn't have the intention to revive him.

Also, humans turning into ghouls is something that has been teased for a while. For example, the whole case with Shirazu's sister, that proved that humans had natural RC cells and they could develop a Kagune (which is problematic, since normal humans don't have the structure or bodies necessary for that, so the consequences are very dire).
