The author is honestly going a bit overboard. It looks "forced", like he wants everyone to notice how his manga isn't for kids.

Also, the police in this series is kinda useless: these two siblings kill, rape, do everything and always get away with it.
Now, having proof and an article, why didn't the authorities come to arrest them?

The most annoying thing is that they didn't call the police but the yakuza, like wtf do you expect them to do? In a RL situation they would simply change plans, their actions in this chapter are simply the author delusions.
This is just a speculation, but you must never trust police blindly every country they belong. There would likely some horribly person who used police to do their bad deeds and making it hidden like it is a different situation. Especially if you are just a small fry (a reporter with no backing) in troublesome business (tabloid). Money rules everywhere

IRL reporters, especially the shady dudes like in this manga, are just as likely as the popo to get commissioned by those powerful people (big bad businessmen/politicians) you're referring to for anything ranging from destroying a rival or shutting down dissent, or even other reporters/policemen
