@Exile But Jun already knows exactly why she is mad, she believed they were dating the entire time, she even yelled at him saying so, therefore Jun should know full well she's mad at him because he was essentially leading her on.
Though since you still believe Jun to be innocent in all this, lets inverse things a bit with a hypothetical situation. Let's say that you start reading a new manga, it's a nice little Rom-com with two main characters. Only that the Female MC has a habit of making rules for herself or "Goals", if you prefer, that she must complete before she allows herself to do certain things. The Female MC must therefore become the student council president before she will even consider romance at all.
She eventually succeeds but only with the Male MC's constant help and support. Then they start seeing each other on weekends and things seem to be going smoothly for a while only for things to heat up, then become abruptly stopped by the Female MC who informs the Male MC that they are not actually dating, and that she has only agreed to consider his courtship at this point. For her to actually consider dating anyone, she first must fulfill her dream of becoming the successful CEO of a major corporation, which may or may not ever happen. Would you not agree that she was leading him on at this point? Does the Male MC have no right to be angry about this situation?
The passive aggressive thing is simply what all Women do, get used to it. Jun and Gorou are just in the proverbial dog house right now for making her mad.
The pessimistic side of me is honestly starting to think that Jun is very much cowardly like Gorou when it comes to this stuff. He doesn't run away like Gorou does, but he always somehow finds new obstacles for him to overcome before he can be considered worthy of something. Much like a game, only where the goalposts move immediately before you score, so there is never any actual winning. It's hard to save the princess when the villain kidnaps her, but it's even harder to accomplish your goal and rescue her, when it is "YOU" yourself who keeps putting her in another castle.
Jun let it get to the point where she was literally in his house and on his bed asking for a kiss, what more do you need!? How exactly was Jun not in any way at fault here?
