Haruka is already in high school, Rio is five years older, so she would be in tertiary education, very much so. You'd think she wouldn't exactly have something called a curfew anymore. She's allowed to drink as well, even in Japan. Since she's still living with her parents, I reckon they would like to know beforehand if she's not coming home, so that they don't worry, but if she just lets them know, then as an adult she will do whatever she wants to do. I do see how point in giving an answer like that, though, Haruka still being a high school student.
