what is a F?

In high schools the west, typically any grade under 50-60%, but it can vary from school to school (Supposedly, there are schools out there that consider anything under a 70% to be an F, but that seems outrageous to me).

As for a Japanese high school, google tells me that it'd be anything under 60%
