We can only speculate, especially as the scanlator has misrepresented other aspects of his motivation.
My guess would be that he selected from manga or raw scans that were readily available to him, that amongst these he is increasingly likely to target a manga based upon the number of followers that it has, and that he is more likely to target a manga if he has a poor opinion of it. He might also attend to which manga receive comments from people with whom he has sparred.
