I believe that project was dropped a really long time ago. You can probably find raws for it if you google the series name in japanese followed by "raw download". Or you can just buy them through ebookjapan or similar

What’s the release schedule for Chion-San? All the volumes are out, so I’m curious as to why there’s spacing between the chapters. Is it mostly workload-related?

Yeah, it usually depends on how available the staff is. Chapters are usually out the moment they are ready.
