I looked it up for my own curiosity, so sharing it here for the people!

Adding fruit can potentially cause fermentation, creating "more" alcohol. Which would be technically untaxed alcohol. It seems like over 20% alcohol can't ferment in the same way.

Funny law, but technically there's logic behind it!
