@Kirime It's misleading, but on the other hand, it's a Russian ramen restaurant, not a Russian restaurant, so it's not going to mislead anyone in reality. People would know ramen is what you get from there, not beef stroganoff. I would suppose the owner just is a fan of Russia, has Russian blood, or something. In the world of cuisine, such references don't always mean anything. Like in my home country some food items are randomly named after American towns, despite having absolutely nothing to do with those towns.
