presumably because Shiren has inherited supreme talent from his previous lives. It's easy for him to tell others not to strive for that which he can grasp easily - like if Jeff Bezos walked around in paupers clothes and told others not to seek wealth. He could at any point just go and access his wealth/cultivation.
It's a good argument one that I didn't think of. I didn't except this kind of thought provoking question from a power trip fantasy story like this.
