I think it was more if Ena had continued and hurt Haru it would of caused her problems or a diplomatic incident.

Haru is there because he is hypercompetent, so he'll easily fulfill his obligations as trainer, and nothing that they as a nation could do would stop him getting back to his Karen, basically. He's not being sent solely as a spy, though if possible he's to gather any information he can, sorta thing.

100% this. You could see it in Haru's pose and how his eyes got shadowed by his hair; he was about to Do Something, and Ena definitely wouldn't have liked it.

I think Haru was chosen because he is an unknown quantity. Best way to find out what your enemies are doing is to put them off balance. Take a wildcard throw it in the pot and see what happens.

At this point, with this many breaches of etiquette my theory is that both kingdoms have secretly collaborated to distract and redirect their problematic individuals who would otherwise commit all sorts of political suicide for their nation, with Haru unknowingly assigned to manage them.

In other words, the actual diplomats and decision makers can sit down and get work done offscreen while Haru is keeping their idiots distracted.
