He's even worse if he believes he deserves to be rewarded for his sins.
He wasn't being rewarded for his sins, instead he was thanked for bringing Kogane the divine water she needs, he was the one who brought up that he was working to atone for what he had done in the past and that he doesn't deserve thanks. Kogane basically went, keep at it, but I'm still thanking you for bringing me this divine water, and even the talk he had with Mogami after, the snacks weren't brought up as a reward for his previous sins either.

It doesn't seem like he'll be able to get rid of much bad karma at all. He can't even share one piece of the snacks he received with someone who's trying to help him. He's still selfish and rotten.
"I know apologizing won't just make everything okay," that was him saying that, does that sound like the person you seem to think he is?

How about, "If I can't apologize or be hated by her, I can just quietly help with her happiness."

Does that sound like the same guy who said this in Chapter 36, "Rather than her marrying some filthy human, please let me marry Kogane-san!" ?

In your own words, him not giving a snack to Mogami must have had some malice behind it, but we have gotten some of his internal monologue through the chapter, and imho it directly counters this.

Maybe he should have offered a snack to her before she asked, maybe he should have given her one, but then again, those were snacks he got as thanks from someone who should, by all rights, despise him the moment she learns who he really was. Honestly, thinking about that way, I'm surprised Mogami even asked because of the possible impact the gesture behind the snacks would have on his psyche.

This is the Kami-sama of the same nation that categorizes Valentine's Day chocolate into two different classes to make sure the guys receiving them understand where they are on the woman's list of men in her life, whether the chocolate has genuine feelings behind them or the choco is nothing more than just an obligation.

Anyways, that's my 2c on this.

He's only doing any good deeds at all because Mogami wants him to have better luck when reincarnating. Originally his soul would be aboard the express train to hell. So, he was only delivering the holy water to Kogane because Mogami arranged him to do it. He only received the snacks because Mogami gave him a chance to do the delivery. Mogami is his greatest benefactor, but he'd rather eat all of his snacks alone. How is that not selfish? He didn't do anything to deserve this chance to remove some of the bad karma, he just got the chance out of Mogami's goodwill. One would think he would do anything he can to put this unique chance to full use. But he'd rather eat all the snacks alone, without sharing.

I'm unable to explain this any better than this.

I will give you that, yes, he has this chance because of Mogami, but there's something I think you overlooked.

Mogami herself said that she only saved him because she saved Goro, and the Kami have to be fair in her own words. So since Goro went on to live his life, Seiichi also has to live his according to her. Now he could have just been going through the motions, simply doing what he is told while harbouring resentment to Goro and Kogane's family for their parts in his death, but he doesn't, and in fact feels remorse and guilt over it.

And that I think is the crux of my argument against your points. The Intent behind his actions and words in this chapter and the previous one makes it clear he really is making an honest effort of things in his new life, that, to me immediately shows that he is not the same twisted fox we saw almost kill Goro in some warped form of love and concern for Kogane.

So what he's a little selfish over something so minor to other people, but life-affirming to himself as simple snacks given as thanks. He can just as easily go buy the same snacks and offer them to Mogami later on.

Then again, this is also all based on if he actually doesn't share with Mogami in the first place, he could just as easily say no, but look through the bag for something he think Mogami would like better than him. That scene is at the end of the Chapter, so until the next one (if it addresses this at all) I'd imagine it's left up to the reader.

I'm of the mind that he didn't share and Mogami didn't mind, understanding the gesture of thanks behind the snacks will firmly root him onto the right path, punishment alone is never enough to guarantee good behaviour after all.
